Payroll data is among the most targeted data by identity thieves and tax fraudsters, and it's usually scattered across a payroll platform, HRIS, benefits portal, spreadsheets, and inbox exports.
Where risk comes from: Internal threats (over-permissioned access, offboarding gaps, shared files) and external threats (phishing, credential theft, direct-deposit fraud, vendor breaches). A known IRS scheme spoofs an executive to request all employees' W-2s or redirect deposits.
How to protect it: Apply least-privilege and role-based access, require MFA, review access quarterly, keep payroll off email and open networks, train HR/payroll/finance on phishing, verify banking changes through a second channel, keep an incident response plan, and audit every vendor (SOC 2, DPA, device management).
